I think that the timescales are so enormous, that there can be a number of reasons why we have not found any other civilisation out there.
We have been listening for half a century, which is a blink of an eye really. Civilisations, interstellar or not, could have come and gone long before Homo Sapiens even evolved on Earth. The ones that are still out there may be so far away that we have not been able to detect them.
Another thing... I disagree with Frank Drake that it is too difficult to travel to other stars. Yes to us it is beyond our abilities to send a fast manned spaceship to another star. But we will have such abilities in the future, just like we can do things now we could not even dream about a couple of hundred years ago.
